At the risk of saying the quiet part out loud, if there are deep nuclear facilities, they don't have to be destroyed, they can be simply entombed. You can have the deepest, most "can't be bombed" facility, but if you can't get in or out, you're stuck (and there will be no specialist drillers from Berlin, PA to get you out, Copiapo-style...).
